About 700 City Utilities customers were without power at lunchtime Thursday, a spokeswoman said.
Pat Dierking said a crew was working on a substation on Grand Street that had been damaged in a fire last year.
Workers were trying to get the substation back online when the "feeders" locked up, Dierking said.
Dierking explained that feeders connect the electrical power from the substation to homes.
Crews are working to correct the issue as quickly as possible, she said.
