JOPLIN, Mo. – The American Civil Liberties Union is suing the city of Joplin for limiting panhandling.

The ACLU lawsuit claims the city ordinance violates first amendment free speech rights. The city council had approved a measure in February that restricts panhandling within 150 feet of busy intersections while still allowing it in other areas.

The case has been filed in federal court.
