Springfield City Council Now Requires Rental Property Registration

SPRINGFIELD, Mo.--On Monday night board members approved an ordinance that will require homeowners to register their rental properties with the city.

The idea of the legislation is to cut down on nuisance or blight ridden properties but not everyone is happy with the bill.

We spoke to a local housing & apartment association, which supports the registration part of the ordinance but disagrees with how the owner of the home will be solely responsible for blight on a property.    

Gary Wilson says that responsibility should be shared with the tenants.

"If a tenant should park in the yard, if a tenant should leave trash out, if a tenant should have a broke down car...then that is their responsiblity...if they should get a complaint filed against them with the city," said Wilson. "We in turn, can't go and remove the car...We can't remove the trash, we can't do any of that stuff, because that's against the law."

Wilson says the only option then for the home owner is eviction.

However, that process can take longer than the timeline the city is giving in the new bill -- to fix the nuisance property.

Wilson also says that foreclosed properties or abandoned houses may fall through the cracks in the bill because only rental properties have to be registered.

He hopes that housing association and city council can come to an agreement in the future for renters and owners to share responsibility.
