In split 5 to 4 vote, the council has decided to move forward in paying Investigator Tom Lorraine upon receipt of three things. Before they pay, Joplin City Council is asking Investigator Tom Lorraine for a letter detailing why he shifted his focus from mayor Pro-Temp Scearce and Councilman Woolston to Rohr.
The council wants a detailed copy of the investigation, as of now they do not possess the official transcripts and complete report of the investigator's findings. The council is also asking for the removal of all double- billing from the invoice. Councilman Shaw and Glaze sighted that the attorney is receiving payment for gas and mileage during travel. Council members feel the investigator should only receive one or the other.
The current cost of the investigation is $81,819.90.
Rohr was at Monday night's Joplin City Council meeting. He addressed council members and the people of Joplin on the findings of the investigation. The teary- eyed Rohr maintains his innocence and strong moral values. He discussed how this incident has effected his family and calls the investigation inaccurate and false. He then called the entire ordeal a conspiracy organized by specific council members.
"The report that I saw was nothing more than gossip, rumor, innuendo, half-truths, and bold-faced lies. And that's what we're going to pay $82,000 for," said Mark Rohr, Former Joplin City Manager.
"I respect Mr. Rohr's opinion to come in here, like any other citizen and give his opinion. And I respect him for giving that," said Melodee Colbert-Kean, Joplin Mayor.
According to some city council members, it's time to move on from the investigation. Rohr is charging the citizens of Joplin to restore the morals of the council.
