The Humane Society says the puppies were critically ill.
The ten-week-old puppies were very thin to emaciated, had pneumonia and internal and external parasites, along with ear and eye infections.
They were at a licensed breeding facility.
The Humane Society will turn over medical reports to the Department of Agriculture, which will then recommend to authorities whether.
